While Hans clearly has it, I'm still working, slowly. :) Clues made me look at the Vienna Opera House initially, but too far from the river and none of the nearby bridges look right. Nonetheless, a beautiful and wonderful-sounding venue! A quick survey of other bridges on the Danube didn't turn up likely matches for me, but others may have more luck - jump in! (But don't jump off a bridge in Paris... you'd be in Seine...)

The river is the major tributary of a long tributary of a major river that has two states named after it – but the two tributaries are not within any of the sixteen states in that country. -
Well Germany has 16 states so I guess that's where we are. Haven't found the bridge yet - still looking.

Sorry Brian, it seems I didn’t make it quite clear enough. Our river (one of the two tributaries) is NOT within Germany. (“not within any of the sixteen states in that country”). It is the fourth largest river in another country.

Aare we there yet? Maybe, if we continue up the Ruess... I believe, we are looking at the Rathaussteg bridge over the Ruess in Lucerne. Taken from the Zunfthausrestaurant Pfistern (probably from the 1st floor entrance above the steps in the Kornmarkt straight on from the bridge). With the Rathous Stardt town hall opposite and the Luzerner Theatre across the bridge. Phew....

Finally, we got there! Yes, the Rathaussteg over the Ruess in Lucerne, Switzerland - taken from the top of the steps leading from the Kornmarkt down to the bridge. The Ruess being the major tributary of the Aare (the longest river that both rises and ends entirely within Switzerland) which is a tributary of the Rhine (which has two German states named after it). And a bonus cigar too!

We are in the most populous state in this country. The photos show part of a garden that was established as a tribute to a significant (and sometimes persecuted) group of people.
