delete thread..can't find delete button

deleted -- I thought I could preserve some info, but it links back to another DPR article, so I gave up on that idea. I went to delete, but I
can't find the delete button

I'm not sure an ordinary user can delete threads. I just tried as a 'member' and couldn't do it.
