doesn't match the structure here, and it seems to me that they should be the same

Actually it does match. In the second one, there's actually three levels of heirarchy. A main heading, a section heading and forums within each section. The first picture only shows the level 1 ones
News and Discussions is level 1. Photography Discission is level 2. There's only one level 2 item here because I moved the DPRevived News to it's own level 1 down the bottom.
Photo Equipment is level 1. Canon Cameras, Fuji cameras etc. are all level2.
Photogtaphy & Technique is level 1. Descriptive Photography is level 2.
etc.This has come about because when we started, there were only 2 levels and I added a third as the list went on and on and on.
I am discussing a better way of presenting this with the team.

FWIW, I'd think that having levels both levels 1 and 2 in the threads pull down would be a benefit
