Google search didn't return your actual photo but similar photos and one of them was the ANWE plant in Eden, NSW.

I'll now go looking for another photo.

If you have a place in mind perhaps it's better if you just post it plainly 🙂 I'm not good with cryptic guesses.

There is a lake in Thailand with a fountain (not yours) named Kandawgyi Lake

No., it isn't in Thsiland.

But I am pretty sure it is lake Biwa in Otsu, Japan. And the fountain is named Biwako Hana Funsui

No it's not in Japan but yes it is in Asia.

No, it's not West Lake but the city is in an adjoining province.

Is it close to a university?

I don't know. The photos were taken back in 2019 and we were there at the lake for just a few hours.
